Army act like a scared cat ( general )

When a war broke out the army won't attack each other, sometimes they do but pull back again and don't do much, this need to be fix as it ruin the experience for war player ( player that want to watch empire fight or story narrative ), it's annoying when we pin a empire with each other and they can't even fight each other because both of their generally are a chicken
