Bug: Army reaction to battles

Until now, i just know the army of the orc has this bug. The army of the orc don't react to any battle. When the enemy destroy their village or crossing their border, they still not attack the enemy until the enemy attack them (army of the orc) or the enemy very very i repeat VERY CLOSE to them (army of the orc).
