Boats aways stop start then stop again while moving

When the boats move across the ocean or Seas they move in a very jirky way, they stop and start and stop a lot while moveing.

Boats go through the weirdest ways to go to a place, they put units far from their destiny.
Boats still going like laggy, they stop so many times without any reason.
This two things mixed make boats just annoying.
