Culture not increasing in older maps

older maps from 10.3 don't increase in research no matter how long I wait. since I have no mod to increase it, I am stuck.

sometimes pressing buttons don't work either and i have to wait. one other bug is that when i slowly zoom in, the tree pixels are still visible and has the trees stretched out.
