Village borders grows too big

Villages now often expand their border to the size of an entire continent and then don't build the village itself to that size, which is preventing the kingdom to start new villages on the same continent, causing kingdoms to often consist of just one or two massive villages with hardly any buildings in them, rather than several smaller villages with the same amount of buildings in them.
