The invasion clock does not start when armies move into a devastated country.
The army of one of my two countries defeated the other countries multiple times. The winner side maintains a ~100 soldiers army, while the defeated country often only has about 5 soldiers. However, even if all the troops of the winner country moves into the defeated country, the victory clock does not start at all.

DrewI have the same issue, although I’m not sure if it pertains to a massive population on the map bugging things out, nations will take longer and longer to be invaded till eventually no one can take over anyone. It’s something I’ve noticed for awhile at I don’t know how to fix it other than completely obliterating the world pop. to get other nations able to invade again.

9VoltBatteryAfter quite some time playing the game and being stumped by this exact issue, I finally realized it was caused by armies not targeting the defensive towers that are REQUIRED to annex territory. If a defensive tower is left standing, a village can under no circumstances be annexed by another kingdom. Due to the simplistic AI and pathfinding, larger villages may never have all their defensive towers destroyed in times of war. You can actually test this out yourself by either destroying the towers yourself or dropping the warriors on top of them with the magnet. Assuming you get all the lookout towers, the invasion clock will start ticking.
Hope this helped!
