In my world I have noticed that there are headless adults with the peaceful trait (the same as babies naturally have) causing them to never work, fight and simply run away every time they are attacked. Even when they have weapons or the bloodlust trait, they simply run away from the fight. All they do is walk and run around town, so I think that's why my town are low on soldiers. Maybe the game still considers them babies and that's why these units do nothing. I have many images from different places in my world to prove this.

I've also found that putting madness on them excludes the peaceful trait, but once I do and delete their madness with divine light, they never join a city again. I have a unit leader that I used as a test and hasn't been part of a civilization in years. Now he just walks in the realm of which he used to be part of.
