villages not farming and starve to death

I once build a wall (mountain) surrounding a city, the city has a farm but the villagers doesn't farm it and they ended up starving and yes the farms are inside of the wall. I'm on android, also I build a wall that surround multiple cities and only some of the cities doesn't farm, so not all of it. I don't think the mountain wall is really the cause of the villagers not farming, but idk and also some parts of the city are destroyed because of the walls.
