The invasion clock never starts
This never happens before the 1.13.0 update. Before, whenever an army moves into another's village that has fewer soldiers defending it, the invasion clock would begin. Now, the invasion clock NEVER starts. Even if there are literally a hundred soldiers charging into a village without any defender, the invasion clock still does not begin and the invader army goes home.

Bob MergedSoldiers are leaving before they capture a place. Ive checked to make sure they are still at war, the are.

9VoltBattery MergedI think this is just a general issue with the AI where soldiers sometimes lose interest in their intended target before they would finish annexing it. However, they also sometimes seem to give up before they finish taking out all the defensive towers, leading to them being unable to capture the village no matter how hard they try.
