THESE ARE BUG OR NOT????? (EXCEPT THE THIRD)

First: When i turn on debug cheat build unlimited house they don't build house on empty land near watch tower, miner, windmill. They suppose to build house on all empty land when i turn on build unlimited house but they don't so i have to destroy watch tower, miner, windmill for they can build house on empty land.
Second: when i turn on unlimited resources the amount of bread isn't 999 it is 100.
Third: add new debug cheat "unlocked all resources". When turn this cheat on, civs will have all kind of food and resources.
