Mods are Gone and All Traits Unlockable by Finding are gone as well

when I started the game nmcs was not there then I checked my gamma ray which only shown seven traits, traits found from achievements all my other traits were gone even though I had more then 40(with no mods) I rebooted the game multiple times with no avail then I tried putting power box out then in. then I did the same with NMCS please help

i have the mod thing to but a little different when i download the mod it does not show
