New beta bug with population growth and decline

There is a bug in the new open beta where the population seems to grow incredibly slowly, not just that but if it does somehow reach 1000 people by a miracle, they all die within 5 years from a plague, something worse than the bubonic plague, because goodness man.

jLThis is probably more an issue with plagues randomly spawning than the civilizations. In past versions I've experimented with plague simulation, and the plague will, even from a single infected person, typically wipe out all of society if given enough time. This is just some changes in the new beta interacting poorly with that.
