Armies don’t group together and war mostly consists of empires sending 1 unit (the banner guy/commander) into each other’s territory.

LugalzagesiI have the same issue. Although kingdoms nominally have large armies, kingdoms rarely send their flag bearers to the enemy, and if they do, the soldiers to not follow the flag bearer into battle. This goes for wars between neighboring kingdoms, as well as distant ones.
