Tumor monster not facing opposition on violent rampage

I noticed a tumor monster was able to avoid conflict even when it was attacking houses, and if it attacks a single other unit it will only aggravate the one unit it is attacking. The kingdom that the victim unit was a part of had no army, so maybe that has something to do with it?
