Populations dwindle rapidly as woman don't get pregnant
It seems like woman simply aren't getting pregnant enough and what occurs is cities continously dwindle until they die, It has nothing to do with the time spent in womb they simply don't get pregnant.

After a bunch of testing (for other things), I think see some of the causes of this:
- In the case of humans: bad genes causing ugly and/or weak and/or clumsy + slightly shorter lifespan than most other races + every individual's decline in fertility over their lifespan means that non-spawned humans hit their fertility limit at like 35 after having a maximum of 5 kids and usually no more than 3
- With other races not having this specific pileup of traits, these effects are reduced, but not nonexistent
- Sapient units also require housing to have more than one lot of kids, and immediately after a village is made, it doesn't have any houses. Even if the people are fertile when the village is made, if it takes a while for houses to get made, they might have got too old by the time they can. And villages start with like 6 people and there often isn't any immigration.
Handsome migrants world law counteracts these effects somewhat, but the game would be a lot better if it wasn't needed.
