  Its intentional that diff races will kill other races civilians, what was added on was that other races could now capture each others villages

  As far as I can tell, xenophiles will kill the least of any kingdom they're conquering (possibly only soldiers?), people who are neither xenophiles or xenophobes will kill a fair few but not all (similar to same race wars with angry villagers on), and xenophobes will kill everyone. That sounds like it's working as intended to me.
